HUMAN RIGHTS AND THE PANDEMIC during the health emergency due to COVID-19 (Spanish)

At the time the impact of the COVID-19 pandemic in the northern region of Central America started, Cristosal undertook a process to monitor violations of human rights emanating from the measures taken by each of the States in order to control the spread of the virus. In this sense, this report carries out an analysis with a human rights approach on the origin of the COVID-19 pandemic and its arrival in the region. This report provides legal analysis on government responses during the pandemic, particularly in Guatemala and El Salvador. Likewise, it presents the cases presented to the Alert System undertaken by Cristosal, which consists of receiving alerts about violations of the rights of people in the region and then accompanying them to receive assistance on the part of the ombudsman offices in each of the countries. Finally, the report presents considerations on the management of the pandemic in the countries of the region and an approach to the next steps to follow.
